These EAMs are real. Short, encrypted bursts used to relay orders to nuclear forces (subs, bombers, missiles). Enthusiasts and SIGINT hobbyists do listen in on the HFGCS frequencies (it's openly monitorable, even if the content is coded). Spikes can happen during exercises, tests, heightened alerts, or actual ops. The E-6B (and its bigger sibling, the E-4B Nightwatch) are airborne command posts for continuity of government/nuclear command. They do fly for drills, deterrence signaling, or real-world needs.
