Shining Armor and Cadance were surprised at Flurry Heart, so, you could play with the idea that true alicorns are rare while OP unicorns or pegasi are common from alicorn x normal pony pairings and it's hard to get it exactly _right_.

I actually like OC centered stories that take place in the main universe but are completely separate with the main characters as part of the setting. Hard to do considering how bad OCs can be, but when it is done right it can be fun. Now, I rarely write, so I guess it's preferences on reading.
