I understand this to some degree. Typically these days a volunteer has to be vetted before they begin working with people. This is for the protection of the people they're helping. That way if the volunteer turns out to be a criminal or has a record of abuse etc, they can be turned away before they have a chance to hurt someone.
I don't know why someone would go to a disaster zone to hurt people, however, this is the world we live in.
At least they're letting us help if we get a permit. A couple days ago it sounded like they were just turning people away with no options.
