My theory is that 4chan banned all the tards (who are populate the smaller chans now endchan too has its own handful of special cases...) and the remaining legit users of 4chan those who aren't sockpuppets of various govt. agencies are so accustomed to the curated conversation the censorship that they rarely acting out.
