you are mischaracterizing the timeline, the spam was occurring more often up until a single mod was made a mod and then completely disappeared
it wasnt random like you say, the intensity was increasing, almost like the person spamming wanted something to happen and was turning up the heat, for example to force weeduser to get more moderation 🤔
