It's a fairly niche functionality on nekochen and easychan that allows you to just paste a tok id or link and hit attach instead of downloading it yourself and then posting it, not worth to add to endchan in general imho. You can go to easychan if you want to see how it works.

There is also the possibility of seeing all the previous times a file has been posted with a different file name, that one is more interesting.

awemer used for scraping uses that and there's no scrape limits bar it breaking sometimes or being slow, no captcha.
an attach option would take a tiktok url as input, look up the video via tikwm (likely that page) then attach the resulting file as an upload file. presumably copying it from tikwm to endchan server and attaching that directly instead of like downloading it then reuploading it as a blob or whatever with the existing file upload functionality would make more sense. idk how endchan is coded or what would be feasible.

Also that was never a real rule. Adminny added it due to the weird spammer posting creepy pictures and videos of little kids of 6 to 8.
Its should probably never be an actual rule as lots of tokfus were 11 or 12 when they started like crab or athena and even then after the rule was added by adminny it was never enforced and its never been a ttg rule except as an excuse to ban that one spammer.
I think it doesn't really make sense as an actual rule but it is obvious when someone is posting creepy pictures of little kid versions of tokfus to harass them or be creepy and in those situations it makes sense to delete.

Basically I don't see anything explicitly bad with any of the actions but I guess we'll see.
