In Ashley's case, her transformation will be involuntary once she runs out of MP or voluntary if she chooses to run out of MP, but she won't likely undress for the transformation as she has modesty. The pather will find the clothes and rest on them but won't snuggle into the clothes so she'll be vulnerable after one hour of uninterrupted rest so someone will either have to wake her up or throw a blanket on her and sleeping in the street isn't allowed in Neverwinter so she'll be harassed by the guards. She may even be arrested for indecency and public "sit-lie" violation. Loitering is also a crime but it is not currently enforced alone.
These are finable offenses so she will be held pending their payment. There is a 15cp fine for holding per day which includes daily meals. If there is no reasonable way for her to come up with the coin, she will have to do a set amount of community service pending she is registered and identifiable. If she is unregistered and her fines surpass a certain threshold, she will be sold. The same is true for a child over the age of 12 (this is the current age of consent in this realm). Under 12 they will be sent to the orphanage and be expected to pay their fines with light work as directed by the orphanage director.

This particular cart looks to have barrels of wine and grain bags from what can be seen from the open front. So there are no clothes there.
