In this alternate reality, guns are banned even in the US. They exist but ammunition is also banned and so it's more precious than gold. You wouldn't find an average person with a gun, and the rare instances they do, they wouldn't have ammunition, but a billionaire would have a full supply and probably means to make more. I suppose if you can make powder yourself then you could have some but it would be met with extreme action by the popo, you likely wouldn't make it to trial as the "evidence" would be worth way to much to be put in the evidence locker. No paperwork, no record.
