Ashley used an action to rally, under those rules she could only then have sit up there for the rest of her 6 seconds if she wasn't goimg to move. I am more lienient so you may push boundaries as long as it seems reasonable you can to it all in 6 seconds.

I found this:

I would still be more liberal with time. You can grab a shield, unbuckle it and hide behind it as fast as you can move 30 ft, that's clear, she can do that while rallying which is a pure verbal command.

I would allow a spell with only V to be cast while you attack or do another non-verbal action. All she did was grab the shield from a pack and verbalize.

To me, yelling Nyaa and moving and attacking would be even more than what Ashley did. I'm happy to argue it further.

Give = take. Ashley wouldn't have ripped it from her hands, I would allow Yulya to ready it for free along with a weapon. Weapons can be readied/swapped for free, mace/shield is a valid combination, that should be free to ready.
