Oh I see, the company/country that developes the first AI that can shut down all other AIs wins.
At that point, winner takes all. Winner has infinite decryption capability, infinite cyber warfare capability, infinite hacking capability. Forcing every other entity offline. Offline in warfare, offline in business, everything would then have to be physically and wirelessly cut off, and all infiltration identified.
This will cripple every country making them easy pickings politically, socially, culturally.
So, as I asked before, why are you worried about Russia? There can be only one and Russia isn't even a contender. The most racist country on the planet has a chance to take it all, and it ain't Germany.
