Sometimes the ruling class gets bloated and lazy and moving in and out of the ruling class takes time. So the ruling class start letting shit slip and it takes an entire generation to get rid of them and put in those who attained wealth by competence. We do have a political system with parties etc. but they all have to pay to be there, they all derive wealth from the same old money sources and the parties are layered such that you can only get to a high position of influence by having attended certain schools. It's a shit system that is driven by a strange complacency among the populace where one shits constantly on the other for being poorer and stupider than he and so shut up and do as you're told carries all the way from the top to the bottom. That is how you go from being the worlds no. 1 empire in all history to a prison island for pakistani sex offenders.
