Short answer: the diesel deal is worth somewhere between roughly $2.8 billion and $7 billion to Russia — noticeably less than what either France or Germany paid for Russian gas, though the comparison depends heavily on which time window you pick.
## The diesel deal
Trump announced on October 9 that Putin had agreed to supply diesel to "U.S. and global markets": 300,000 tonnes immediately (2.25 million barrels), 500,000 tonnes in November, and 1 million tonnes "immediately thereafter," plus a conditional extra 3 million tonnes depending on refinery capacity. Treasury then issued a temporary licence suspending U.S. sanctions on Russian diesel deliveries until April 2027, and the first cargo — 40,000 tonnes loaded at Primorsk on October 22 — is due in New York on November 7 (CFR; Reuters; AP).
No pricing was disclosed. OilPrice.com estimated that the first phase (1.8 million tonnes, or 13.41 million barrels) would put around $2.8 billion into the Kremlin's coffers if priced at current wholesale spot levels with no discount, rising to just over $7 billion if the conditional 3 million tonnes is delivered too. For scale, that works out to roughly $210 a barrel — consistent with the wartime price spike reporting describes (U.S. retail diesel above $6 a gallon since September).
## What France and Germany paid for Russian gas
These are cumulative figures, and the periods matter enormously:
- Germany, first 100 days of the war: €12.1 billion on Russian fossil fuels, of which €7.81 billion was gas (CREA, via Die Zeit). Over the first six months: €19 billion across all fossil fuels (CREA).
- Germany, first year of the war: $12.1 billion on natural gas alone, out of $26.1 billion in total Russian fossil fuel imports (CREA).
- France, first year of the war: $4.2 billion on Russian gas, $9.5 billion total (CREA). French cumulative payments were put at €6 billion as of October 2022 (Les Echos, citing CREA).
- France, Russian LNG, 2022 to mid-2025: €12.75 billion — the largest buyer in the EU, ahead of Spain (€9.5bn) and Belgium (€6.21bn) (Greenpeace Belgium). France alone spent €2.68 billion on Russian LNG in 2024 (IEEFA).
- For broader context, the EU as a whole has paid over €216 billion for Russian fossil fuels since February 2022, including €21.9 billion in the war's third year alone (CREA).
