1- it serves a hard block screen (the one you got) to specific ips flagged for malicious activity.
2- it serves a stealth 404 error or generic connection drop to other flagged ranges to trick bots into thinking the site doesn't exist.

You are completely locked out of viewing or downloading anything because a security robot thinks your ip is a script trying to scrape or crash the server.
