What rules? Who determines what the rules are exactly? There is no more uni-polar world today if you have not already noticed. Most Chinese AI is open-source anyway, they allow people to participate in advancing their LLM models and seek to make AI run as cheaply as possible, which is smart.

One could easily say it should not be used for deep fakes or surveillance purposes either, but again, who is making up these rules or laws? No one so far. Maybe we should make a list and add it to the UN's international Geneva convention laws? I'd be game, but it's going to take the effort of governments cooperating. Good luck with that now days.

I'm guessing this person lives somewhere in Europe or Britain which has no 2nd Amendment rights to self-defense and is surrounded by third world Africans and radicalized male Muslims.
